U.S. May Ease Police Spy Rules

We can only hope that individual police officers and their commanders realize that this tactic may be used against them and/or their families.

This is scary as hell and about as un-American as anything I've ever heard. Where are we? The Soviet Union? Nazi Germany? Some horribly monstrous mutation of both, all rolled into one?

I really don't want this kind of protection from anything or anyone.

More Federal Intelligence Changes Planned

By Spencer S. Hsu and Carrie Johnson

The Justice Department has proposed a new domestic spying measure that would make it easier for state and local police to collect intelligence about Americans, share the sensitive data with federal agencies and retain it for at least 10 years.

The proposed changes would revise the federal government's rules for police intelligence-gathering for the first time since 1993 and would apply to any of the nation's 18,000 state and local police agencies that receive roughly $1.6 billion each year in federal grants.

Quietly unveiled late last month, the proposal is part of a flurry of domestic intelligence changes issued and planned by the Bush administration in its waning months. They include a recent executive order that guides the reorganization of federal spy agencies and a pending Justice Department overhaul of FBI procedures for gathering intelligence and investigating terrorism cases within U.S. borders.

Taken together, critics in Congress and elsewhere say, the moves are intended to lock in policies for Bush's successor and to enshrine controversial post-Sept. 11 approaches that some say have fed the greatest expansion of executive authority since the Watergate era.

Supporters say the measures simply codify existing counterterrorism practices and policies that are endorsed by lawmakers and independent experts such as the 9/11 Commission. They say the measures preserve civil liberties and are subject to internal oversight.

White House spokesman Tony Fratto said the administration agrees that it needs to do everything possible to prevent unwarranted encroachments on civil liberties, adding that it succeeds the overwhelming majority of the time.

Bush homeland security adviser Kenneth L. Wainstein said, "This is a continuum that started back on 9/11 to reform law enforcement and the intelligence community to focus on the terrorism threat."

Under the Justice Department proposal for state and local police, published for public comment July 31, law enforcement agencies would be allowed to target groups as well as individuals, and to launch a criminal intelligence investigation based on the suspicion that a target is engaged in terrorism or providing material support to terrorists. They also could share results with a constellation of federal law enforcement and intelligence agencies, and others in many cases.

Criminal intelligence data starts with sources as basic as public records and the Internet, but also includes law enforcement databases, confidential and undercover sources, and active surveillance.

Jim McMahon, deputy executive director of the International Association of Chiefs of Police, said the proposed changes "catch up with reality" in that those who investigate crimes such as money laundering, drug trafficking and document fraud are best positioned to detect terrorists. He said the rule maintains the key requirement that police demonstrate a "reasonable suspicion" that a target is involved in a crime before collecting intelligence.

"It moves what the rules were from 1993 to the new world we live in, but it maintains civil liberties," McMahon said.

However, Michael German, policy counsel for the American Civil Liberties Union, said the proposed rule may be misunderstood as permitting police to collect intelligence even when no underlying crime is suspected, such as when a person gives money to a charity that independently gives money to a group later designated a terrorist organization.

The rule also would allow criminal intelligence assessments to be shared outside designated channels whenever doing so may avoid danger to life or property -- not only when such danger is "imminent," as is now required, German said.

On the day the police proposal was put forward, the White House announced it had updated Reagan-era operating guidelines for the U.S. intelligence community. The revised Executive Order 12333 established guidelines for overseas spying and called for better sharing of information with local law enforcement. It directed the CIA and other spy agencies to "provide specialized equipment, technical knowledge or assistance of expert personnel" to support state and local authorities.

And last week, Attorney General Michael B. Mukasey said that the Justice Department will release new guidelines within weeks to streamline and unify FBI investigations of criminal law enforcement matters and national security threats. The changes will clarify what tools agents can employ and whose approval they must obtain.

The recent moves continue a steady expansion of the intelligence role of U.S. law enforcement, breaking down a wall erected after congressional hearings in 1976 to rein in such activity.

The push to transform FBI and local police intelligence operations has triggered wider debate over who will be targeted, what will be done with the information collected and who will oversee such activities.

Many security analysts faulted U.S. authorities after the 2001 terrorist attacks, saying the FBI was not combating terrorist plots before they were carried out and needed to proactively use intelligence. In the years since, civil liberties groups and some members of Congress have criticized the administration for unilaterally expanding surveillance and moving too fast to share sensitive information without safeguards.

Critics say preemptive law enforcement in the absence of a crime can violate the Constitution and due process. They cite the administration's long-running warrantless-surveillance program, which was set up outside the courts, and the FBI's acknowledgment that it abused its intelligence-gathering privileges in hundreds of cases by using inadequately documented administrative orders to obtain telephone, e-mail, financial and other personal records of U.S. citizens without warrants.

Former Justice Department official Jamie S. Gorelick said the new FBI guidelines on their own do not raise alarms. But she cited the recent disclosure that undercover Maryland State Police agents spied on death penalty opponents and antiwar groups in 2005 and 2006 to emphasize that the policies would require close oversight.

"If properly implemented, this should assure the public that people are not being investigated by agencies who are not trained in how to protect constitutional rights," said the former deputy attorney general. "The FBI will need to be vigilant -- both in its policies and its practices -- to live up to that promise."

German, an FBI agent for 16 years, said easing established limits on intelligence-gathering would lead to abuses against peaceful political dissenters. In addition to the Maryland case, he pointed to reports in the past six years that undercover New York police officers infiltrated protest groups before the 2004 Republican National Convention; that California state agents eavesdropped on peace, animal rights and labor activists; and that Denver police spied on Amnesty International and others before being discovered.

"If police officers no longer see themselves as engaged in protecting their communities from criminals and instead as domestic intelligence agents working on behalf of the CIA, they will be encouraged to collect more information," German said. "It turns police officers into spies on behalf of the federal government."

Civil liberties groups also have warned that forthcoming Justice Department rules for the FBI may permit the use of terrorist profiles that could single out religious or ethnic groups such as Muslims or Arabs for investigation.

Mukasey said the changes will give the next president "some of the tools necessary to keep us safe" and will not alter Justice rules that prohibit investigations based on a person's race, religion or speech. He said the new guidelines will make it easier for the FBI to use informants, conduct physical and photographic surveillance, and share data in intelligence cases, on the grounds that doing so should be no harder than in investigations of ordinary crimes.

Rep. Bennie Thompson (D-Miss.), chairman of the House Homeland Security Committee, said that updating police intelligence rules is a move "in the right direction. However, the vagueness of the provisions giving broad access to criminal intelligence to undefined agencies . . . is very troubling."

Obama And The Rightwing Smear Machine

I have always been and remain very much against book burning. However, I am not so sure anymore, with respect to authors of trash like this book. These kinds of antics won't stop until there are consequences for the spewers of lies, and half-truths which are simply more sophisticated lies.

Perhaps the liable laws should be changed so that politicians can sue the pants off authors who deliberately lie about a candidate for the express purpose of misinforming voters. Perhaps, we, the voters, should be allowed to file class action suits against liars who attempt to mislead us. This isn't just about candidates, this is about Democracy itself, which cannot exist without an informed electorate. Misinformation, like that put forth as fact by the likes of the Swift boat of fools, is more dangerous to this nation than Osama bin Laden could dream of being, even in his wildest dreams.

These kinds of "authors" might want to understand that in these days of the information age, they aren't all that difficult to find and punish as enemies of Democracy.

While I am a big defender of the first amendment, it does have its limits. For example, try yelling fire in a crowded theater, just for the heck of it, and see what happens. Try calling in a bomb threat where there is no bomb and see what happens. (Not encouraging anyone to actually do such things, but most people with more than three neurons firing know perfectly well that these types of speech are not covered by the 1st amendment.)

Intentionally misinforming the electorate in a supposed Democracy is every bit as dangerous to every citizen.

This Corsi guy needs to be taken down and shown for the paranoid, misinforming, malicious nut case that he is.

By Eugene Robinson

Here come the goons, right on schedule.

The "author," and I use the term loosely, whose vicious lies damaged John Kerry's 2004 presidential campaign has crawled back out from under his rock to spew vicious lies about Barack Obama. Right-wing radio talk-show hosts are dutifully transmitting this concocted venom. This presidential campaign has officially gotten ugly.

The "author" I'm talking about is a man named Jerome Corsi. In a book published last year, "The Late Great USA: The Coming Merger with Mexico and Canada," Corsi claimed that George W. Bush was at the heart of a secret conspiracy to subsume the United States into a post-national, one-worldish North American Union. Corsi's writings on far-right blogs have been even more paranoid and delusional. He has written that pedophilia, for which he used a more graphic term, "is OK with the Pope as long as it isn't reported by the liberal press." He has referred to Muslims as "ragheads."

Corsi would be known as just another visitor from the outer fringe if he had not been the co-author of "Unfit for Command," the book that slimed Kerry's exemplary record as a Swift boat commander in Vietnam. The allegations in that book were discredited, but not before they had been amplified by the right-wing echo chamber to the point where they raised questions in some voters' minds -- perhaps enough to swing the election.

It was an abominable trick, but quite remarkable. Kerry's opponent, George W. Bush, had avoided Vietnam by taking refuge in the Texas Air National Guard. Kerry was a decorated war hero, yet somehow his valor and sense of duty were turned into a political negative and used against him.

Now Corsi, in what he acknowledges is an attempt "to keep Obama from getting elected," has come out with a book that similarly tries to turn one of Obama's strengths -- his compelling life story -- into a liability.

Corsi's new volume of vitriol, "The Obama Nation," seeks to smear Obama as a "leftist" and add fuel to the false and discredited rumor that he is secretly a radical Muslim, or at least has "extensive connections to Islam." The liberal Web site Media Matters has already demonstrated that the book is riddled with factual errors -- for example, Corsi repeats the charge, thoroughly disproved, that Obama was in church for one of the Rev. Jeremiah Wright's most incendiary sermons. But the point isn't to tell the truth. The point is to repeat the lie and thus give it new life.

Corsi's dirty work is more difficult this time because Obama has already written his life story in the autobiographical "Dreams From My Father." Since he can't reveal anything about Obama's past, Corsi is reduced to reinterpretation -- or, at times, invention.

It sounds like the kind of book that should quickly be consigned to the remainder bin, but -- unsurprisingly -- it is already a bestseller. The Post and other news organizations have noted that this and similar anti-Obama books win the imprimatur of best-seller status by being "pushed by conservative book clubs that buy in bulk to drive up sales."

This time, though, somebody is pushing back: John Kerry, whose political action committee has launched a new Web site, called Truth Fights Back, to "fight against the right-wing smear machine." The site weighs in vigorously on behalf of several Democrats who are being hit with unfair attacks, but its most urgent campaign is "making sure Jerome Corsi doesn't get away with his lies unchallenged."

The Obama campaign faces a classic dilemma. If smear attacks are left unanswered, voters can get the impression that the lies are true. But there's no way to respond without giving the falsehoods wider circulation.

For Obama, this choice seems doubly fraught. Just look at the way John McCain's campaign jumped all over Obama when he predicted -- correctly, it turns out -- that Republicans would try to scare voters by making him seem alien and somehow frightening. His observation about not looking like previous presidents was opportunistically slammed by McCain and his surrogates as playing "the race card."

Yesterday, the Obama campaign released a lengthy rebuttal of Corsi's book. The vacationing candidate himself remained silent, leaving it to others, such as Kerry, to give a more full-throated response. Kerry knows better than anyone what it feels like to be Swift-boated, and he's determined not to let it happen to anyone else.

Thank You, Senator Kerry. Unfortunately, some of our fellow citizens are such knee-jerk, right-wing extremist they will believe anything and spread known lies, thus making independents and moderates have doubts about the target of any such hit piece.

Israel's Role In Georgia/Russia Mess

Tel Aviv to Tbilisi: Israel's role in the Russia-Georgia war

From the moment Georgia launched a surprise attack on the tiny breakaway region of South Ossetia last week, prompting a fierce Russian counterattack, Israel has been trying to distance itself from the conflict. This is understandable: with Georgian forces on the retreat, large numbers of civilians killed and injured, and Russia's fury unabated, Israel's deep involvement is severely embarrassing.

The collapse of the Georgian offensive represents not only a disaster for that country and its US-backed leaders, but another blow to the myth of Israel's military prestige and prowess. Worse, Israel fears that Russia could retaliate by stepping up its military assistance to

Israel
's adversaries including Iran.

"Israel is following with great concern the developments in South Ossetia and Abkhazia and hopes the violence will end," its foreign ministry said, adding with uncharacteristic doveishness, "Israel recognizes the territorial integrity of Georgia and calls for a peaceful solution."

Tbilisi
's top diplomat in Tel Aviv complained about the lackluster Israeli response to his country's predicament and perhaps overestimating Israeli influence, called for Israeli "diplomatic pressure on Moscow." Just like Israel, the diplomat said, Georgia is fighting a war on "terrorism." Israeli officials politely told the Georgians that "the address for that type of pressure was Washington" (Herb Keinon, "Tbilisi wants Israel to pressure Russia," The Jerusalem Post, 11 August 2008).

While Israel was keen to downplay its role, Georgia perhaps hoped that flattery might draw Israel further in. Georgian minister Temur Yakobashvili -- whom the Israeli daily Haaretz stressed was Jewish -- told Israeli army radio that "Israel should be proud of its military which trained Georgian soldiers." Yakobashvili claimed rather implausibly, according to Haaretz, that "a small group of Georgian soldiers were able to wipe out an entire Russian military division, thanks to the Israeli training" ("Georgian minister tells Israel Radio: Thanks to Israeli training, we're fending off Russian military," Haaretz, 11 August 2008).

Since 2000, Israel has sold hundreds of millions of dollars in arms and combat training to Georgia. Weapons included guns, ammunition, shells, tactical missile systems, antiaircraft systems, automatic turrets for armored vehicles, electronic equipment and remotely piloted aircraft. These sales were authorized by the Israeli defense ministry (Arie Egozi, "War in Georgia: The Israeli connection," Ynet, 10 August 2008).

Training also involved officers from Israel's Shin Bet secret service -- which has for decades carried out extrajudicial executions and torture of Palestinians in the occupied territories -- the Israeli police, and the country's major arms companies Elbit and Rafael.

The Tel Aviv-Tbilisi military axis appears to have been cemented at the highest levels, and according to YNet, "The fact that Georgia's defense minister, Davit Kezerashvili, is a former Israeli who is fluent in Hebrew contributed to this cooperation." Others involved in the brisk arms trade included former Israeli minister and Tel Aviv mayor Roni Milo as well as several senior Israeli military officers.

The key liaison was Reserve Brigadier General Gal Hirsch who commanded Israeli forces on the border with Lebanon during the July 2006 Second Lebanon War. (Yossi Melman, "Georgia Violence - A frozen alliance," Haaretz, 10 August 2008). He resigned from the army after the Winograd commission severely criticized Israel's conduct of its war against Lebanon and an internal Israeli army investigation blamed Hirsch for the seizure of two soldiers by Hizballah.

According to one of the Israeli combat trainers, an officer in an "elite" Israel army unit, Hirsch and colleagues would sometimes personally supervise the training of Georgian forces which included "house-to-house fighting." The training was carried out through several "private" companies with close links to the Israeli military.

As the violence raged in Georgia, the trainer was desperately trying to contact his former Georgian students on the battlefront via mobile phone: the Israelis wanted to know whether the Georgians had "internalized Israeli military technique and if the special reconnaissance forces have chalked up any successes" (Jonathan Lis and Moti Katz, "IDF vets who trained Georgia troops say war with Russia is no surprise," Haaretz, 11 August 2008).

Yet on the ground, the Israeli-trained Georgian forces, perhaps unsurprisingly overwhelmed by the Russians, have done little to redeem the image of Israel's military following its defeat by Hizballah in July-August 2006.

The question remains as to why Israel was involved in the first place. There are several reasons. The first is simply economic opportunism: for years, especially since the 11 September 2001 attacks, arms exports and "security expertise" have been one of Israel's growth industries. But the close Israeli involvement in a region Russia considers to be of vital interest suggests that Israel might have been acting as part of the broader US scheme to encircle Russia and contain its reemerging power.

Since the end of the Cold War, the US has been steadily encroaching on Russia's borders and expanding NATO in a manner the Kremlin considers highly provocative. Shortly after coming into office, the Bush Administration tore up the Anti-Ballistic Missile treaty and, like the Clinton administration, adopted former Soviet satellite states as its own, using them to base an anti-missile system Russia views as a threat. In addition to their "global war on terror," hawks in Washington have recently been talking up a new Cold War with Russia.

Georgia
was an eager volunteer in this effort and has learned quickly the correct rhetoric: one Georgian minister claimed that "every bomb that falls on our heads is an attack on democracy, on the European Union and on America." Georgia has been trying to join NATO, and sent 2,000 soldiers to help the US occupy Iraq. It may have hoped that once war started this loyalty would be rewarded with the kind of round-the-clock airlift of weapons that Israel receives from the US during its wars. Instead so far the US only helped airlift the Georgian troops from Iraq back to the beleaguered home front.

By helping Georgia, Israel may have been doing its part to duplicate its own experience in assisting the eastward expansion of the "Euro-Atlantic" empire. While supporting Georgia was certainly risky for Israel, given the possible Russian reaction, it has a compelling reason to intervene in a region that is heavily contested by global powers. Israel must constantly reinvent itself as an "asset" to American power if it is to maintain the US support that ensures its survival as a settler-colonial enclave in the Middle East. It is a familiar role; in the 1970s and 1980s, at the behest of Washington, Israel helped South Africa's apartheid regime fight Soviet-supported insurgencies in South African-occupied Namibia and Angola, and it trained right-wing US-allied death squads fighting left-wing governments and movements in Central America. After 2001, Israel marketed itself as an expert on combating "Islamic terrorism."

Venezuelan president Hugo Chavez recently denounced Colombia - long one of the largest recipients of US military aid after Israel -- as the "Israel of Latin America." Georgia's government, to the detriment of its people, may have tried to play the role of the "Israel of the Caucasus" -- a loyal servant of US ambitions in that region -- and lost the gamble. Playing with empires is dangerous for a small country.

As for Israel itself, with the Bush Doctrine having failed to give birth to the "new Middle East" that the US needs to maintain its power in the region against growing resistance, an ever more desperate and rogue Israel must look for opportunities to prove its worth elsewhere. That is a dangerous and scary thing.

How To Conceal Massive Economic Collapse

What to do? War and threats of war have been used historically to distract the population and deflect public scrutiny from economic calamity. As the scheme was summed up in the trailer to the 1997 movie “Wag the Dog” -- “There’s a crisis in the White House, and to save the election, they’d have to fake a war.”

Perhaps that explains the sudden breakout of war in the Eurasian country of Georgia on August 8, just 3 months before the November elections. August 8 was the day the Olympic Games began in Beijing, a distraction that may have been timed to keep China from intervening on Russia’s behalf. The mainstream media version of events is that Russia, the bully on the block, invaded its tiny neighbor Georgia; but not all commentators agree.

Mikhail Gorbachev, writing in The Washington Post on August 12, observed: “What happened on the night of Aug. 7 is beyond comprehension. The Georgian military attacked the South Ossetian capital of Tskhinvali with multiple rocket launchers designed to devastate large areas. Russia had to respond. To accuse it of aggression against 'small, defenseless Georgia' is not just hypocritical but shows a lack of humanity. . . . The Georgian leadership could do this only with the perceived support and encouragement of a much more powerful force.”4 Note: Brzezinski! Not a nice fellow when it comes to what he thinks about Russia...

The RoveCybergate Campaign

v. tr

Law a. To initiate civil or criminal court action against.

b. To seek to obtain or enforce by legal action.

c. To pursue (an undertaking, for example) until completion; follow to the very end.

We are working with Ohio election attorneys, Cliff Arnebeck, Bob Fitrakis and Henry Eckhart to find out the truth about recent information indicating that Karl Rove architected and directed a strategy to manipulate elections through the use of computers. Rove’s Cyber Guru, Michael Connell, has worked for the Bush family for over 20 years and helped Bush Sr., Jeb and Bush Jr. “win” their elections using his computer skills. Whistleblowers, including Republicans, say that several of these and other national elections have been rigged through various invisible and illegal means, including vote tabulation manipulation, improper partisan use of the Justice Department to target Democrats and uncooperative US Attorneys, and the laundering of hundreds of millions of corporate dollars funneled into fake advocacy groups directed against Democrat candidates running for public office. Ex-Alabama Governor Don Siegelman has stated publicly that Rove was the person who directed Siegelman’s rigged election and criminal prosecution. Here GOP cyber sleuth Stephen Spoonamore has stated publicly that the leadership of the GOP has been "lying and stealing elections" http://www.velvetrevolution.us/prosecute_rove/images/Spoon_Full.wmv and doing so through computers. http://www.velvetrevolution.us/Video/SpoonPC-2.wmv

According to the attorneys, Rove’s goal with this strategy is to establish a unitary Executive Branch with a supportive judiciary, a weak legislature and a fearful press. Corporate sponsors of this strategy, such as tobacco, energy, telecom, and pharmaceutical companies are rewarded with hands off government: deregulated oversight, stringent limits on class-action damages, the stacking of high courts with pro-business/anti-consumer Justices etc. http://www.velvetrevolution.us/images/Mukasey.pdf

VR’s campaign is in support of the Ohio attorneys’ use of a federal civil lawsuit in a new legal strategy of taking targeted discovery and depositions of those who have been identified as being involved with or having knowledge of Rove’s CyberGate, including Rove, Michael Connell, Jack Abramoff, Michael Scanlon, Bob Ney, Brett Rapp, Ken Blackwell and others. The attorneys intend to file a racketeering RICO lawsuit against those identified in this case and will refer any proof of criminal activity to both state and federal authorities for criminal prosecution.

This legal strategy will require significant resources for lawyers, expert witnesses, videotaped depositions, public relations, and investigators. The attorneys will need to go toe to toe with the top lobbyist law firms which will be hired to represent these targets. One of our targets is the US Chamber of Commerce which has spent close to a half billion dollars on lobbying since George Bush was inaugurated. The attorneys assert that Rove has used the Chamber to bankroll many of the illegal attacks using fake front groups posing as advocacy organizations. http://www.velvetrevolution.us/images/KAIRIS.doc. The attorneys will need to respond immediately to what we expect to be a smear campaign by those implicated in this attack on democracy. Press and FEC reports show that Rove and Connell are now working for the McCain presidential campaign.

Our job does not stop with simply exposing the truth. We need to make sure that these same people are not able to manipulate the upcoming presidential election. Why are these people now working for John McCain?

Is it because they have promised him a win no matter what? We want to make sure that McCain knows exactly what these people have done and hold him to his promise of a clean election.

Growing evidence suggests that, together, they've delivered many times in the last decade.

We need your help.

DONATE HERE TO SUPPORT OUR “PROTECT ELECTIONS, PROSECUTE ROVE” CAMPAIGN. Let’s get to the bottom of this scandal before it’s too late.

Published on Thursday, March 23, 2000 in the San Jose Mercury News
The Military & CNN
by Alexander Cockburn
A handful of military personnel from the 4th Psychological Operations Group (i.e. PSYOPs) based at Fort Bragg in North Carolina have until recently been working in CNN's headquarters in Atlanta. An enterprising Dutch journalist named Abe De Vries came up with this important story in mid-February, and he remains properly astounded that no mainstream news medium in the United States has evinced any interest in the story.

I came across translations of De Vries' stories on the matter, after they had appeared in late February in Trouw, the foremost quality newspaper in Holland.

De Vries later told me he'd originally come upon the story via an article in the French Intelligence newsletter (available on a pay-per-story basis on the Internet) Feb. 17, which described a military symposium in Arlington, Va., held at the beginning of that same month, discussing use of the press in military operations.

Col. Christopher St. John, commander of the U.S. Army's 4th PSYOPs Group, was quoted by a French Intelligence correspondent, present at the symposium, as (in the correspondent's words) having ``called for greater cooperation between the armed forces and media giants. He (St. John) pointed out that some Army PSYOPs personnel had worked for CNN for several weeks, and helped in the production of some news stories for the network.''

Reading this in Belgrade, where he's Trouw's correspondent, De Vries saw a good story, picked up the phone, and finally reached Maj. Thomas Collins of the U.S. Army Information Service, who duly confirmed the presence of these Army PSYOPs experts at CNN. ``PSYOPs personnel, soldiers and officers,'' De Vries quoted Collins as telling him, ``have been working in CNN's headquarters in Atlanta through our program `Training with Industry.' They worked as regular employees of CNN. Conceivably, they would have worked on stories during the Kosovo war. They helped in the production of news.''

I reported this interesting disclosure in my newsletter, CounterPunch, and made it the topic of my regular weekly broadcast to ``AM Live,'' a program of the South Africa Broadcasting Company in Johannesburg. Among the audience of this broadcast was CNN's bureau in South Africa, which lost no time in relaying news of it to CNN headquarters in Atlanta, and I duly received an angry phone call from Eason Jordan, who identified himself as CNN's president of news gathering and international networks.

Jordan was full of indignation that I had somehow compromised the reputation of CNN. But in the course of our conversation, it turned out that, yes, CNN had hosted a total of five interns from U.S. Army PSYOPs, two in television, two in radio, and one in satellite operations. Jordan said the program had begun on June 7 (just before the end of the war against Serbia), and only recently terminated, I would guess at about the time CNN's higher management read Abe De Vries' stories.

Naturally enough, Eason Jordan and other executives at CNN now describe the Army PSYOPs intern tours at CNN as having been insignificant. Maybe so. Col. St. John, the commanding officer of the PSYOPs group, certainly thought them of sufficient significance to mention at that high-level Pentagon pow-wow in Arlington about propaganda and psychological warfare. Maybe CNN was the target of a PSYOPs penetration and is still too naive to figure out what was going on.

It's hard not to laugh when CNN execs like Eason Jordan start spouting, as he did to me, high-toned stuff about CNN's principles of objectivity and refusal to relay government propaganda.

During the war on Serbia, as with other recent conflicts involving the United States, CNN's screen was filled with an interminable procession of U.S. officers. On April 27 of last year, Amy Goodman of the Pacifica Radio network put the following question to Frank Sesno, who is CNN's senior vice president for political coverage.

GOODMAN: ``If you support the practice of putting ex-military men -- generals -- on the payroll to share their opinion during a time of war, would you also support putting peace activists on the payroll to give a different opinion during a time of war?

SESNO: ``We bring the generals in because of their expertise in a particular area. We call them analysts. We don't bring them in as advocates. In fact, we actually talk to them about that -- they're not there as advocates.''

Exactly a week before Sesno said this, CNN had featured as one of its military analysts, Lt. Gen. Dan Benton, U.S. Army Retired.

BENTON: ``I don't know what our countrymen that are questioning why we're involved in this conflict are thinking about. As I listened to this press conference this morning, with reports of rapes, villages being burned, and this particularly incredible report of blood banks, of blood being harvested from young boys for the use of Yugoslav forces, I just got madder and madder. The United States has a responsibility as the only superpower in the world, and when we learn about these things, somebody has got to stand up and say, `That's enough, stop it, we aren't going to put up with this.'''

Please note what CNN's supposedly non-advocatory analyst Benton was ranting about: a particularly preposterous NATO propaganda item about 700 Albanian boys being used as human blood banks for Serb fighters.

Let's give the last word to the enterprising Abe De Vries. ``Of course, CNN says these PSYOPs personnel didn't decide anything, write news reports, etc. What else can they say? Maybe it's true, maybe not. The point is that these kind of close ties with the Army are, in my view, completely unacceptable for any serious news organization. Maybe even more astonishing is the complete silence about the story from the big media. To my knowledge, my story was not mentioned by leading American or British newspapers, nor by Reuters or AP.''

Bush: Drunk As A Monkey At Olympics?

I honestly thought we wouldn't have to be embarrassed to tears when I saw that Laura and his daughters were with him.

Wrong!!!!!

Here comes a regular.

George W. Bush wasn’t just dripping sweat while acting like a lunatic at the Olympics — he also couldn’t actually stand up on his own. Jesus!

The whole neighborhood knows, I'm home drunk again ....

We Don't Need War On Terror (Rand)

Now, they tell us!

After how many trillions spent for this silliness?

Of course, many of us knew this from the beginning, but the people in this appalling administration nor their conspirators in Congress will ever say they were wrong, let alone that we were right.

Editor’s Note: Since the 9/11 attacks, the Bush administration’s formulation of a “war on terror” was always a dangerous one. Not only was this “war” vague and open-ended, it could be used for a variety of other purposes, such as invading Iraq (which had nothing to do with 9/11) and redefining the U.S. Constitution (to create an all-powerful Commander in Chief).

A new report by the RAND Corporation also concludes that the “war on terror,” as it has been defined, isn't even an effective way to win the “war on terror,” as the Independent Institute’s Ivan Eland notes in this guest essay:

In fact, Barack Obama led the parade to initiate a troop surge in Afghanistan after having opposed it in Iraq. The more hawkish John McCain, not to be outdone by a weak-kneed Democrat, proposed that even more troops be sent to Afghanistan.

In American politics after 9/11, it seems that candidates have to support some sort of war or they will be perceived as being too wimpy to get elected.

Only a small minority of foreign policy gadflies has doubted whether any war on terrorism is needed in either Iraq or Afghanistan. Now a new report by RAND, the government's own captive think tank, supports this small band of renegades.

The study, "How Terrorist Groups End: Lessons for Countering al-Qaeda," written by terrorism experts Seth Jones and Martin Libicki, followed more than 600 terrorist groups, including al-Qaeda, over the long-term.

The report concluded that the administration's war on terrorism has not significantly degraded al-Qaeda and that the group has morphed into a more formidable enemy. In fact, al-Qaeda has perpetrated more attacks after September 11, 2001 than before it.

RAND deduced that the best way to kill a terrorist group is to capture or kill its leaders. This task is best carried out, according to the study, by law enforcement, intelligence, and, if needed, troops from the local country.

Instead of giving terrorists the exalted status of warriors, they should be deemed criminals.

In other words, the authors conclude that in most past cases in which terrorist groups have been defeated by getting their leaders, local law enforcement did the job. They say that when troops are needed, local troops have a better understanding of the culture and terrain and thus have more legitimacy than do U.S. forces.

In fact, the study says that the presence of U.S. forces on Muslim soil can create more terrorists to fight; thus the authors argue that the U.S. military should confine itself to training the locals.

It is nice when government-paid researchers can provide empirical data to confirm what should have been obvious to any informed citizen years ago!

After a major terrorist crime, such as the one on 9/11, the objective should be to get the perpetrators. The U.S. government should not militarily invade countries and try to change their form of government, economic system or money-making activities (for example, growing opium). This applies to both Afghanistan and Iraq.

It might be nice to have free market economies and democratic governments in these remote places, but it is a diversion from the main show: getting the terrorist leaders.

The niggling fact is that Osama bin Laden, Ayman al-Zawahiri and their merry band of followers are not likely to be in Afghanistan or Iraq, but in Pakistan.

So the United States must convince the local government in Pakistan to apprehend them. Right now, some in the Pakistani intelligence service, with close ties to Islamist militants in the Taliban, probably know where they are hiding.

But as long as these outlaws are on the loose, the government of Pakistan pockets billions per year in U.S. military and economic aid. So the Pakistanis have no incentive to get the al-Qaeda leaders.

The United States should give up the losing nation-building distraction in Afghanistan (as well as in Iraq) and offer to withdraw NATO forces from that country, thus letting the resurgent Pashtun allies of Pakistani intelligence services—the Taliban—take over the eastern and southern parts of the Afghan landscape.

Pakistan has long wanted influence in neighboring Afghanistan and wholeheartedly supported the Taliban rulers of that country before 9/11. In return, for increased influence in Afghanistan through its Taliban proxy, Pakistan would have to find the al-Qaeda leadership and turn it over to the United States.

(If a stick is needed, the U.S. could threaten to cut off the billions in military and economic aid Pakistan receives if the Pakistanis do not produce the al-Qaeda chieftains.)

Although the Taliban were harsh rulers of Afghanistan, the U.S. has few other options to motivate the Pakistani government to fork over the al-Qaeda kingpins, which still threaten the U.S. homeland. As harsh as they are, the Taliban don't so threaten the United States.

The counterproductive war on terrorism must end and we must motivate the local Pakistani government to catch the criminals that are harbored in its midst.

Why McCain May Well Win ; The Lying Liars, Again

It might seem unlikely that the United States would elect John McCain to succeed George W. Bush when that would ensure continuation of many unpopular Bush policies: an ill-defined war with the Muslim world, right-wing consolidation of the U.S. Supreme Court, a drill-oriented energy strategy, tax cuts creating massive federal deficits, etc., etc.

But there are reasons – beyond understandable concerns about Barack Obama’s limited experience – that make a McCain victory possible, indeed maybe probable.

Here is one of the big ones: The U.S. news media is as bad as ever, arguably worse.

On Monday, Obama gave a detail-rich speech on how he would address the energy crisis, which is a major point of concern among Americans. From ideas for energy innovation to retrofitting the U.S. auto industry to conservation steps to limited new offshore drilling, Obama did what he is often accused of not doing, fleshing out his soaring rhetoric.

McCain responded with a harsh critique of Obama’s calls for more conservation, claiming that Obama wants to solve the energy crisis by having people inflate their tires. McCain’s campaign even passed out a tire gauge marked as Obama’s energy plan.

For his part, McCain made clear he wanted to drill for more oil wherever it could be found and to build many more nuclear power plants.

These competing plans offered a chance for the evening news to address an issue of substance that is high on the voters’ agenda. Instead, NBC News anchor Brian Williams devoted 30 seconds to the dueling energy speeches, without any details and with the witty opening line that Obama was “refining” his energy plan.

So, instead of dealing with a serious issue in a serious way, NBC News ignored the substance and went for a clever slight against Obama, hitting his political maneuvering in his softened opposition to more offshore drilling.

Williams’s quip fit with one of the press corps’ favorite campaign narratives, Obama’s flip-flopping. But the coverage ignored far more important elements of the story, such as the feasibility of Obama’s vow that “we must end the age of oil in our time” or the wisdom of McCain’s emphasis on drilling – and nuking – the nation out of its energy mess.

And, as for flip-flops, McCain’s dramatic repositioning of himself as an anti-environmentalist – after years of being one of the green movement’s favorite Republicans – represents a far more significant change than Obama’s modest waffling on offshore oil.

The Sierra Club, one of the nation’s premier environmental organizations, has repudiated McCain and now is running ads attacking his energy plan. But McCain’s flip-flops – even complete reversals – remain an underplayed part of the campaign story. They just don't fit the narrative of maverick John McCain on the "Straight Talk Express."

Loving the ‘Surge’

The major U.S. news media has been equally superficial in dealing with the Iraq War and the “war on terror.” It is now a fully enshrined conventional wisdom that George W. Bush’s troop “surge” was a huge success and vindicates McCain’s early support for it.

On Obama’s overseas trip, it became de rigueur for each interviewer to pound him for the first 10 or 15 minutes with demands that he accept the accepted wisdom about the “surge” and admit that he was wrong and McCain was right.

Obama’s attempts to offer a more subtle explanation of what had occurred in Iraq – that key reasons for the declining violence actually predated the “surge” – were treated with bafflement by the interviewers, who simply reframed their questions and came back at him in a show of toughness against Obama’s supposed evasions.

CBS News anchor Katie Couric started this pattern, but others fell smartly in line, including NBC’s Tom Brokaw on “Meet the Press.” Indeed, many of the same media stars who had cheered the nation to war in 2003 (such as Brokaw) were now hectoring Obama, who had spoken out against the invasion in real time.

Conversely, McCain is never challenged about his misjudgment in advocating a rapid pivot from Afghanistan to Iraq in late 2001 and early 2002, before Osama bin Laden and other top al-Qaeda were captured and before Afghanistan had stabilized.

That premature pivot now stands as one of the biggest military blunders in U.S. history, leaving American troops bogged down in two open-ended wars and allowing the perpetrators of the 9/11 attacks to regroup and to plot in safe havens inside Pakistan.

However, American voters who rely on the major news media for their information would have no idea about McCain’s central role in this fiasco. All they hear about is how McCain was right about the “surge” and how Obama won’t admit he was wrong.

Britney/Paris

When American news consumers aren’t hearing misinformation, they’re almost surely hearing trivia. The TV news shows couldn’t resist endlessly repeating McCain’s attack ad that compared Obama and his enthusiastic reception in Berlin to misbehaving celebrities Britney Spears and Paris Hilton.

Though the juxtaposition was clearly meant to demean – and reminded some political observers of the “call me” ads of a sexy white woman whispering to black Tennessee Senate candidate Harold Ford – McCain’s campaign insisted it was all in good fun.

While some pundits did take note of McCain’s detour onto the low road, others picked up McCain’s campaign theme that Obama is a “presumptuous” elitist who looks down on others.

That powerful attack line, which touches on the grievances of working-class whites who feel that some blacks have gotten unfair advantages from affirmative action, is at the heart of modern American racism. Since the Nixon era, Republicans have played this Southern Strategy with great success, telling whites that they’re the real victims.

This Obama-elitist theme reached its apex (or nadir, if you prefer) when the Washington Post’s Dana Milbank distorted a reported quote from Obama to a closed Democratic caucus and used it to prove Obama was a “presumptuous nominee.” [Washington Post, July 30, 2008]

Jonathan Capehart, Milbank’s colleague from the Washington Post’s neoconservative editorial page, then took the point a step further on MSNBC’s “Morning Joe” show, citing Milbank’s misleading quote to establish that Obama is an “uppity” black man.

Yet, the true meaning of the Obama quote appears to have been almost the opposite of how Milbank used it.

Painting Obama as a megalomaniac, Milbank wrote: “Inside [the caucus], according to a witness, [Obama] told the House members, ‘This is the moment . . . that the world is waiting for,’ adding: ‘I have become a symbol of the possibility of America returning to our best traditions.’"

However, other people who attended the caucus complained that Milbank had yanked the words out of context to support his “presumptuous” thesis, not to reflect what Obama actually said.

Rep. Jim Clyburn, D-South Carolina, said Obama’s comment was “in response to what one of the [House] members prefaced the question by,” a reference to the crowd of 200,000 that turned out to hear Obama speak in Berlin.

According to Clyburn, Obama “said, ‘I wish I could take credit for that, but I can't. Because it's not about me. It's about America. It's about the people of Germany and the people of Europe looking for a new hope, new relationships, as we go forward in the world.’ So, he expressly said that it's not about me.”

A House Democratic aide sent an e-mail to Fox News saying, “Lots of people are reading the quote about Obama being a symbol and getting it wrong. His entire point of that riff was that the campaign IS NOT about him.

“The Post left out the important first half of the sentence, which was something along the lines of: ‘It has become increasingly clear in my travel, the campaign, that the crowds, the enthusiasm, 200,000 people in Berlin, is not about me at all. It’s about America. I have just become a symbol …’”

So, it appears that Obama’s attempt to show humility was transformed into its opposite, establishing that, as Capehart put it, Obama is an “uppity” black man. [Capehart himself is black.]

A week after Milbank pulled the Obama quote inside out, the Washington Post had yet to run a correction or a clarification. The august Post apparently judges that Obama’s supporters don’t have the clout to punish a news organization for getting a quote wrong, even if it continues to reverberate through the media echo chamber to millions of Americans.

Putting Obama at Risk

Yet possibly even more offensive than the quote, Milbank’s column shoved everything, including the Secret Service security arrangements for Obama, through the lens of proving that the candidate is arrogant.

When Washington police and the Secret Service blocked off roads for Obama’s motorcade, that was not simply prudence in the face of extraordinary security concerns for Obama’s life; it was proof that Obama already sees himself as a head of state.

“He traveled in a bubble more insulating than the actual President's. Traffic was shut down for him as he zoomed about town in a long, presidential-style motorcade, while the public and most of the press were kept in the dark about his activities.”

Milbank groused, too, about the tight security that the police put around Obama’s movements on Capitol Hill.

“Capitol Police cleared the halls -- just as they do for the actual President. The Secret Service hustled him in through a side door -- just as they do for the actual President,” Milbank wrote.

While Milbank portrayed these security steps as further evidence of Obama’s hubris, there is no reason to believe that Obama had any say in the decisions of his security detail to protect the candidate.

Milbank and the Post were behaving as if they were oblivious to the physical danger that surrounds the first African-American to have a serious chance to be elected President of the United States. It was almost as if they were baiting him to order the Secret Service to pull back or face the accusation that he is, as Capehart put it, “uppity.”

This pattern of how the major media treats Obama also is not new. Although the McCain campaign and the right-wing media insist that Obama gets easy treatment from the press corps, that amounts to more “working the refs” than a legitimate complaint.

Just because Obama gets more coverage than McCain – the centerpiece of the Republican complaint – doesn’t mean that the press favors Obama, anymore than the fact that Bill Clinton got lots of coverage in 1998 over the Monica Lewinsky scandal meant that the press was favoring him.

Indeed, there have been repeated examples of media double standards working against Obama.

For instance, during the primaries, the major media obsessed for weeks over controversies that would have blown over for other candidates in days. The stupid remarks by Obama’s pastor, Jeremiah Wright, were endless fodder for news programs, while offensive comments from pro-McCain pastors were just tiny blips and soon disappeared.

Similarly, Obama’s lack of a flag-lapel pin became a theme that was used to challenge his patriotism, although neither John McCain nor Hillary Clinton wore a pin. Neither, by the way, did ABC’s George Stephanopoulos and Charles Gibson as they moderated the April 16 debate in Philadelphia where Obama was grilled over his lack of a flag-lapel pin.

(The flag-lapel “issue” was first given national prominence by New York Times columnist William Kristol and was given more impetus by Washington Post columnist Charles Krauthammer. To put the issue to rest, Obama finally began wearing a flag pin, though McCain still doesn’t wear one regularly.)

Economic Determinism

Every presidential election year, it seems, some economist publishes an article that declares that economic data – good or bad – will decide whether the White House will be won by the in-power party or the out-of-power party. For instance, the booming economy of 2000 supposedly assured Al Gore a resounding victory.

In Campaign 2008, this thinking holds that Americans – faced with severe economic troubles – will throw the Republicans out of the White House and elect a Democrat.

However, this economic determinism may no longer hold sway in a nation that is as inundated with media as the United States is. The ability to float false “themes” against one candidate or another and have the major media constantly repeat the propaganda is an extraordinarily powerful force in deciding American elections.

As we describe in our book Neck Deep, millions of Americans went to the polls in November 2000 believing a number of false claims that had been circulated about Vice President Gore (including the bogus notion that he had been part of a plan to sell nuclear secrets to China, when those secrets actually had been compromised during the Reagan years.)

Given the persistent superficiality – and cowardice – of the major U.S. news media, there’s even the larger question of whether a meaningful democracy can survive when the public is so thoroughly misinformed.

Although there are some Internet sites that challenge the major media’s errors, the imbalance remains tilted heavily toward the ideological Right. Especially when prestige newspapers like the Washington Post contribute to the distribution of false or misleading information – as with Milbank’s quote about Obama – the pro-Republican media eagerly amplifies it and most Americans never hear the other side.

Right-wing Internet sites also have proven to be very adept at inserting completely false claims about Obama that stick with many Americans, such as the oft-repeated lie that Obama is a Muslim or that he trained at a radical Islamic madrassah.

To assume that people will somehow see through such distortions has proven to be naïve in the past. More likely, many millions of Americans will head to the polls in November having internalized a hodgepodge of negative themes about Obama. Indeed, a significant number who have absorbed the uglier accusations will have come to hate him.

So, even if a McCain victory guarantees that the United States would solidify the policies of a deeply disliked President, many Americans may set aside what may be good for the country – or even good for their own pocketbooks – and vote against Obama, more based on perceptions than reality.

Arrest Them Now!!!!

This just in from a slightly to-the-right-of-center friend:

If I needed one more push toward the left it is the latest anthrax revelation. There is no GOP anymore. Just a boatload of fascists. I am a conservative and we must always be on the lookout for fascism, because that is what we can become at out worst, and authoritarian, harshly judgmental fear-mongers.

These guys are truly psychotic and need to be arrested now, before they can do any more harm. If, that is, anyone remembers the Constitution.
