One problem with this theory: Bush and Cheney have been doing as they damn-well please since before 9/11. They got away with it, due to a goose-lock-stepping GOP Congress. Don't ever forget that!
The Nazis, Fascists and Communists were political parties before they became enemies of liberty and mass murderers.
